Parking

MAG campaigns for the provision of plentiful, free, “fit for purpose” and secure PTW parking facilities.

How do we go about achieving this?

Parking Policy

Every council will have a parking policy document laying out what their policy is for provision of parking facilities. These policies should cover private car parking, motorcycle parking and inevitably cycle parking.

If the parking policy is mentioned in any consultation, ensure the process is addressed with a clear well-argued response, outlining:

• the benefits that PTW’s provide to transport solutions,

• the relatively small space requirements for PTW parking in contrast with cars,

• the need for design of the provision to be fit for purpose,

• the need for clear signage and easily found information on the location of bays

• the benefits in terms of crime reduction realised by providing secure solutions, particularly in crime hotspot areas.

• The need for PTW parking provision to be required in any planning policy


If parking policy is not up for discussion, check the parking policy in place to ensure that the provision actually meets the stated policy. Often the policy will state an aspiration to provide more PTW parking, but the policy has not translated into action. In this case write to local councillors and parking departments, referring to the relevant policy and providing evidence to show that the policy has not been delivered.


Planning policy/guidelines

Every council will have planning department policies and guidance for the provision of parking in new private sector developments. These guidelines will normally set a requirement for the amount of parking spaces to be supplied for the type of development. Often there will be a stated requirement for a PTW parking provision.

Again if there is a consultation on planning policy and guidance, respond to the consultation again referring to any existing or emerging parking policy documents, and justifying the same requirements and benefits as above.

Gaining a knowledge of the planning guidelines then allows for challenge of the provision for PTW parking in any planning applications made for major developments. For example if a new leisure complex is being built, have the parking provisions covered all the planning guidelines for PTW parking provision? A letter to the planning department or developer may be sufficient to get provision supplied, but there is always the option to submit a formal response to the planning application if you get the timing right.

Example Consultation Response

This was actually a response to a consultation on cycle parking, but was used as an opportunity to point out the existing parallel policy for PTW and cycle parking provision, but lack of parity in actual provision of PTW and cycle secure parking provision in Birmingham.
